Subject:youth aging out of foster care in PA

Hi, In July 2012, Pennsylvania passed the Fostering Connections to Success Act which allows youth who age out of foster care to return to care up until the age of 21. Neither the Department of Human Services nor the Administration of Pennsylvania Courts has collected any data on the number of youth who have taken advantage of this opportunity. For my doctoral dissertation, I am researching this topic and am trying to find out approximately how many youth in PA have returned to foster care after aging out. I will also be examining their reasons for returning to care and their experiences with the re-entry process. Does anyone have any suggestions on who to contact to collect this data and the best way to go about requesting this information? Also, does anyone have any suggestions on how to make contact with some of these youth to interview them about their experiences with the re-entry process? Thanks in advance for your help!
