Subject:RE: Mandated Reporting for ALL CITIZENS

http://accantors.org/acc/files/Mandatory%20Reporting.pdf Contains a list of states in which apparently all citizens are subject to mandatory reporting. Any resources/research/opinion pieces would be greatly appreciated. Thanks in advance, Sandy Sandy K.
