Hello, Glenn, I may be able to help you with some related statistics on abuse of children in foster care. The Children’s Bureau releases the annual Child Maltreatment reports which includes data on victims of abuse and neglect by perpetrator relationship. The category of “nonparent” includes foster parents who are relatives and those that are nonrelatives. Please see Chapter 3: Children in the most current report, Child Maltreatment 2011, available online at http://www.acf.hhs.gov/programs/cb/resource/child-maltreatment-2011 . In particular, I would draw your attention to Exhibit 3-14, on page 23 for data on nonparent perpetrators. Further explanatory notes are available on page 27. You might also be interested in the information on Federal Standards and Performance Measures, available on pages 23-24, which addresses the issue of the absence of maltreatment in foster care.
