When we recently looked at staff and permanency issues, I found some very helpful/useful information at the California Permanency for Youth Project's website. Their web address is: http://www.cpyp.org You can specifically look at their resources or tools section to get some good ideas about how they assessed/measured staff attitudes, etc...
