I am doing a piece on the victim's rights movement in the 1970's. I

would like to include a description of CAPTA as it was originally passed

in 1974, and amended in 1978. The only materials I can find at my

university (no law school here) are the on-line services that link to

the current, much amended CAPTA. Can anyone provide me with something

that tells me the original provisions? I would especially appreciate

knowing the major changes over time. It's my impression that the

amended versions lean to more and more involvement of the criminal

justice system in abuse cases, but I'd like confirmation one way or

another.
