Hi Joe, KVC in Kansas has used the Trauma Systems Therapy model with success: https://www.kvc.org/services/foster-care/ The model is designed to identify trauma triggers for youth in foster care, but it also trains foster parents on how to recognize their own triggers and reduce negative interactions with the youth in their care.
