We also have a paper on substantiation currently under revision (accepted pending revision by Child and Youth Services). One punchline is that we see no significant difference in the rate of re-referral to CPS between founded and unfounded cases (N > 12,000) and a slightly higher re-referral rate (P = 0.045) for inconclusive cases. Unfounded referrals also re-refer as unfounded, founded, and inconclusive referrals in proportions nearly identical to the proportions in the initial referrals. We are also presently in the midst of a major research project on the characteristics of unsubstantiated referrals involving administrative data analysis and interviews with CPS caseworkers and client families.
