mandated reporting nonexistent in some states DOH rules

While doing some independent research on child trafficking, I found that one state did not have existing rules on mandating reporting under DOH vital records laws for reporting false birth records/suspicious records/altered records.

Does anyone have a more comprehensive study on the state laws to assess this problematic area?
