requirements for kinship care vary by state, in ND they are required to actually
become licensed as foster parents before kinship payments can be made. Since the
licensing process is lengthy the actual practice is that kids in kinship care
are placed with relatives willing to care for them with no reimbursement. If
placement with relatives is out of state, it is done through Interstate Compact
and they have to do the full blown foster licensing. </FONT></DIV>
