<DIV>Some seem to interpret this as substance abusers are 2.5 times more likely to commit a crime.&nbsp; Others seem to interpret this as the hazard (or risk?) of crime increases by 2.5.&nbsp; Are both of these correct?&nbsp; what is the most appropriate language to use?&nbsp;</DIV>
