A colleague gave me a reference to the ESC Information Clearinghouse-www.ecs.org. They have a site on state level policy regarding corporal punishment in public schools,1998. They show that 22 states and DC and Puerto Rico prohibit the use of corporeal punishment. 21 states allow for the local authorities to establish discipline policies. 7 states and Virgin Islands have statutes allowing for corporal punishment.
