but have lost track of recently, I'd encourage you to look at Patty
(Patricia, I believe) Chamberlain's work out of the Oregon/Gerald
Patterson group. She has done significant and important research on
TFC, including randomized controlled trials as I recall. I suspect
her work would be very helpful for all sorts of issues, including the
definitional and outcomes-related questions you mention.

Part of our conversation had to do with lack of specific criteria for
defining TFC when looking at outcomes, etc. Also, around 2000-2001 or
so a study of TFC was included in the OIG work plan, and I remember
speaking on the phone with someone involved in that but have never
found anything in terms of a summary report. I looked at children's
Bureau Express and actually found just two articles on TFC, which
somewhat surprised me. Wonder if 1) anyone knows about Dr. Farmer's
research or the OIG study and 2)if there is anything resembling a
standardized definition or set of criteria for such care along with
