The problem with not considering the injury is that injury is rarely the intended consequence of physical discipline. Parents always "never meant to hit them that hard" and are usually upset by the unintended results of the own actions, whether these are marks from corporal punishment or marks from hitting the floor, walls, etc from the force of the blow. But the accountability must remain with the original action of the parents.
