RE: policies on discipline in institutions

Residential treatment centers, group homes, and foster care homes licensed
in each state are governed by State licensing boards. The boards have
regulations about restraints and degree of discipline allowed in each
setting. It might be helpful to contact each state licensing board and
obtain a copy of their licensing regulations.
