Subject: policies on discipline in institutions

Can anyone send me or point me to a source of guidelines on
discipline/physical restraint that is used in a youth serving
organization? I am looking to help develop guidelines for a series of
residences in a variety of states. I am aware that different states have
different guidelines--do federal guidelines exist in the U.S.?
