Can you define what you mean by "universal" home visiting program? Are you referring to a program that would visit all mothers, without eligibility criteria?

At Duke University, we are developing a universal nurse home visiting
program for families of newborns and would appreciate your help in learning
about other universal home visiting programs around the world. Our
literature seach has yielded limited information about universal programs.
We would like to know about any universally focused initiatives throughout
the world, including those that have yet to be evaluated.
