Adolescent Female Victim/Offenders

I am developing a program whose participants are adolescent (13-18 year
olds) female offenders.  I am finding that many of them are victims of
both child abuse and/or sexual abuse.  One of the objectives is to
identify precipitating factors to offending and then to measure progress
towards addressing those issues.  I have not been able to find a
gender-specific tool which could be used these.  Does anyone have any
suggestions of where to begin?
