radnomizing a sub-sample

In preparation for a large survey study, our research team is looking  
for guidance on how to select a random sample of investigations from  
within a child protection agency, which has been randomly sampled for  
the study. We have searched several databases for articles that may  
offer guidance (but are not necessarily focused on child protection)  
without much success. If anyone knows of methodology papers that  
relate to this question, please pass the citations on.
