to state child population, the other to state child poverty rates. Both indices
indicate that many of the states with high rates for either index are clustered
in the upper midwest/northern Great Plains. E.g. Minnesota, Iowa, the Dakotas,
Nebraska, Montana--but not, for example, Wisconsin. Elsewhere in the U.S.
high-removal states are not clustered geographically. Has anybody studied or
speculated why this is the case?</FONT></DIV>
