Searching for Information

i am looking for any information you may have regarding two issues. the
first is caring for mentally ill foster children..new approaches.  the
second is the issue of crack babies growing up.  have found some discussions
regarding the influx of adolescents into the juvenile system and the link
between them and prenatal drug exposure but need more.  any help and/or
directions to look in would be greatly appreciated. i have found this list
to be a wealth of knowledge.
