This sounds like an Americorp program.  Americorp is across the nation but not all regions offer the same program.  For instance, some areas concentrate on reading, some on economic development, some on recycling, etc.  These are basic pilot programs...some work and some don't.  Perhaps the one you refer to is a workable program.  What I can tell you from experience is that most of the programs are dependent on staff qualifications as opposed to well designed programs.

    About a year ago I read of a project on the east coast (Mass?  Ct?) wherein
    juveniles in the child welfare and juvenile justice system were provided an
    intensive monitoring service through recent college grads.  The college
    grads were paid minimum wage, not permitted to keep the job beyond one year.
    The grads would manage contact with the juveniles at least 10 times EACH
    day.  They would be at the kids house when they got up, when they went to
    school, when they had their first school break period, at lunch, when they
    left school to go home / to p-t job, when they got home, when they did their
    homework and when they went to bed.  The idea of such contact was to assure
    compliance with the kinds of behaviors that would result in both behavioral
    improvement and improved school and work outcomes.

    The results in the study (published) were very positive.  Outcomes were
    good.  Cost of program was good.  The `cost-benefit' picture was very good.

    Anybody know if this was just a hypnogogic phenomenon on my part ... or did
    it happen in `reality?'

    I'd appreciate a cite reference .... or anything.
