does this mean that only criminality is investigated.

What about the protective aspects and what is the role of social work and state child abuse agencies then?

I believe I read that in Florida, legislation has given  (or was proposed
to give) responsibility for investigating child abuse to law enforcement.
Anyone have a reference on this?
