Measuring "culturally competent" child and family services



As part of the team that is evaluating California's Title IV-E Child Welfare Waiver Demonstration Project I am seeking advise on methods & measures to use to evaluate the cultural competency of child and family services and child welfare services. 
        We will be investigating this issue at the direct practice, organizational, and systems level.  Informants could include child and adult service recipients, direct service providers, & administrators.  Data collection methods that could be used include self-administered questionnaires, face to face interviews, telephone interviews, and focus groups.
