there was a paper  last year by david rubin from philadelphia that showed
behavior issues in children in foster care increased with number of
placements after teasing out the usual confounders.  When he looked at a
group of "low risk" children longitudinally in foster care, placement
stability became an important predictor of good outcomes.  While it does
not address the secure attachment issue head on, it provides evidence for
what we all know: that multiple placement changes are not good for
children.  The paper was available through the Brookings Institution for a
while but you could write to david at rubin@email.chop.edu to get the exact
reference.
