RE: Foster Care
The information I have is a bit older, since I don’t do Dependency caess
anymore, but the adoption literature I reviewed at the time was on factors
relted to adoption failure or success, particularly in older children.
Children with multiple placements were particularly at risk.. This is not
to say that it is never justified to transition a child from long term
foster placement to an adoptive home, but the implications of severing any
significant relationship should be considered. If anyone has new research
suggesting tht such disruption is not a problem, I'd welcome the chance to
see it.

Do we have references for this? Secure attachment in one setting may lead
to secure attachment in another - but that's not necessarily the case if the
first attachment is severed. References to support some of these assertions
(either way) would be helpful.

There is a nice chapter in a 2005 book entitled Psychological Issues in
Adoption edited by Brodzinsky et al by Jill Hodges and colleagues...the
chapter is entitled "Change and continuity in mental representations of
attachment after adoption."
I would be wary of any source that says the "ability to form attachments" is
limited by foster placement, especially positive foster placements...Bowlby
might have argued that the reverse is more likely (eg., secure attachment in
one setting makes it more likely that secure attachment with another
caregiver would follow)...this does not mean that disrupting a secure
attachment is not painful for all involved, however.
