specific about the observational measures to which you are referring?

Take a look at the Zero to Three national benchmark survey What Grownups 
Know. It is quite long and was used for telephone survey but you could 
consider selecting out items appropriate to child age. Other scales are: 
Parent Sense of Competency (but this is parent's subjective view) and 
the Iowa Scale (may lack specificity). There are also many observational 
measures from which to infer this knowledge.
