substantiation levels

levels of substantiation that different jurisdictions use in child maltreatment 
investigations.&nbsp;We would like to know which jurisdiction use&nbsp;two 
levels of substantiation (confirmed - not confirmed) and which use three or more 
(definitive levels and a suspected level).&nbsp; We would like information for 
Canadian, American and other jurisdictions. If&nbsp; you can provide this
