discussion. I am going to include some references and some sites that
might help since punishing the DV victim is not the way to find a solution to

<DIV>Perhaps it is our system that needs to tie together the DV environment and
the children, both politically and in the eyes of the law to find a better
solution. When you still have police officers responding to a DV call that
immediately say to the woman "What did you do to provoke this?" then you will
always have women who will not leave or protect and this includes all levels of
socio-economic status.</DIV>

been intimately involved in the assessment, recognition, intervention and
reporting of child abuse as it relates to not only domestic violence, but child
care, I propose that punishing a mother because she was unable to find the
resources to remove not only herself but her children from harm in a DV
relationship is unconscionable. </DIV>

common thread is the "lack of resources to escape, the fear, the threats, and

Emergency Department, with a major critical eye injury. The Husband
refused to follow the rules and refused to allow his wife to be interviewed by
