selecting measures

<P>We are developing an outcome evaluation for a residential program serving at risk youth. It's a day treatment program. We would like to select a few outcome measures related to psychological well being and risk taking behaviors. My question is, how does one know if a measure is a good measure? I remember completing measurement reviews sheets in my reserach methods course, but that was many moons ago. Are there any worksheets that workers and evaluators can use to assess a clinical survey? </P>
