If you go to http://www.about.chapinhall.org/conferences/conferences.html there are links to a couple of conferences held at Chapin Hall that addressed this issue.  If you go to the "presentations" tab after you click on the appropriate conference there are powerpoints and audios for most of the presentations.  I was particularly impressed by a very replicable program at a community college where "at risk" children entered as a cohort and went through leadership training before attending class.  Outcomes were very impressive.

I am in the beginning process of devising treatment interventions  for youth 
aging out of foster care.  Does anyone know of some  literature reviews that 
describe model programs.  Any references on  effectiveness of these programs 
would be greatly appreciated.
