This is indeed a difficult question for which there is no single or simple
answer. There will be different definitions in respect of criminal and civil
law for example in different countries, and it would be interesting to see
how close we could get to a standard definition.
I can think of two sources which may assist;
1. In the UK, England, we have a new set of national guidance on child
protection from the government entitiled 'Working Together to Safeguard
Children' Dec 99. Witihin this, Part 8 defines the circmstances in which
Area CHild Protection COmmittees should undertake 'Part 8 reviews' -Case
Reviews when children die from abuse or neglect and the system fails or
needs reviewing to learn lessons. THe definition there is "when a child dies
and abuse or neglect is known or suspected to be a factor in the childs
death."
2. ISPCAN - the International Society for the Protection from Child Abuse &
Neglect may be able to assist re more international definitions. at
www.ispcan.org
