In the state of NSW in Australia corporal puishment in foster homes is not permitted and is addressed in both the Code of Conduct for carers

which says that a child in foster care must not be "subjected to or threatened with any form of corporal punishment"
and the Standards

New legislation to come into force in late 2000 will allow carers to 'restrain' children in certain circumstances.
