<DIV><SPAN class=510490817-05012005>I manage a child abuse project in Essex
County Massachusetts which is within the District Attorney's Office. We
conduct Multidisciplinary Team Investigations of child abuse which include
protective services, law enforcement, prosecutors, victim advocates. The
child is interviewed by a forensic interviewer and the interviews are
videotaped. When we have cases involving out of state incidents or
children who live elsewhere but the incident occured here, we often will contact
the authorities and conduct courtesy videotaped investigations (or request that
this be done in the other state where the child might reside). We do
not have any written protocols or agreements about this, however do this on an
as needed basis. IT seems to work pretty well. </SPAN>

jurisdictional policies and procedures for investigating allegations of abuse
in which the victim is in one state, and the alleged perpetrator in another
state. </DIV>

<DIV>For example a child who lives in PA goes to visit an relative in NJ.
While there, she is abused by a cousin in some way. Upon the child's
return home, she discloses to her mother who calls childline. Childline
replies that they cannot investigate because the alleged abuse took place in
NJ. So mom calls NJ child abuse hotline, they say they cannot investigate
because the victim resides in PA. </DIV>

<DIV>The current Interstate Compact Agreements do not address intial
investigations, but rather the transfer of cases or custody.</DIV>
