Adoptions and Juvenile Corrections

I'm attempting to ascertain whether there have been any organized efforts to
find adoptive homes for children in the Juvenile Corrections system.  I've
not been able to find anything searching the WWW or usual Academic
Databases.  At this point I'll take anything - Descriptive articles,
anecdotal reports, etc.  All leads will be appreciated.  Please reply back
