Perhaps it is that if they do not, even at the minimal level of suspicion,
they will go to jail?  That is the present state of the law.

The act requiring the reporting assumes the professionals don't know much
about investigation or assessment.  Simply that if a whiff of abuse is in
the air, then pass the issue to the CPS (or whatever the local State
agency is called) for futher investigation and prosecution if warranted.
