You might want to check out the California Child Welfare Resource 
Library website (http://www.csulb.edu/projects/ccwrl)
for suggestions.  We have many books that meet your criteria.  Check out 
our Library Holdings and Keyword sections to locate materials.  If any 
books look particularly useful, note that the name of the publisher from 
whom the book may be purchased is listed.  If you are having trouble 
with figuring out the website or locating publishers, contact me 
directly at cfujii@csulb.edu and I will give you personal help.  Our 
Library covers hundreds of topics of child welfare and we also publish 
child welfare training curricula, which are available at cost.
