<DIV>According to the government's definition, a false allegation of child abuse is one made in bad faith with malice aforethought, in premeditated fashion. Statistically speaking, the national average on false child abuse reports is about 4%, with data showing same to be as low as 2% or as high as 6%. Most cases that are deemed erroneous are unfounded errors in professional judgment, i.e. mistakes in identity or it's something else besides child abuse - source misattribution errors, (Ceci, 1995; Dagenbach & McBrien, 1998). Unfounded (without foundation) errors constitute approximately an additional 50% - 70% of all alleged child abuse and neglect reports according to NCCAN (National Center for Child Abuse & Neglect) and their booklet Child Maltreatment.</DIV>

I would define that term very narrowly, i.e., that there was an "intention" to create a false report. An "erroneous" report could be a reflection of reasonable concern.</FONT></BLOCKQUOTE></DIV>
