You may want to contact the National Resource Center for Youth Development (NRCYD), a service of the Children's Bureau (http://www.nrcys.ou.edu/NRCYD/aboutus.htm).  The NRCYD provides T/TA to the States and tribes to increase their capacity and resources to enable them to effectively help youth establish permanent connections and achieve success as they transition to adulthood.
