RE: census on out of home placements

I appreciate the suggestions regarding the census of
children in out of home care.  It appears information
is available for child welfare (foster care) and
juvenile justice (residential/detention) population -
but not for children/youth in hospital, shelters, or
group homes.  Is that correct?
