There is considerable ongoing research underway with the population.

Since you're at Columbia, you might want to contact Meg Kaplan, Ph.D., at the NYS Psychiatric Institute, Sexual Disorders Clinic, who has been a contributor in the field, as was her predecessor Judith Becker, Ph.D.. There is also work going on with this population at St. Mary's on Long Island. There is a forensic until at Long Island Jewish Medical Center that is doing work with these youth, as well.

There are several professional organizations, including the Safer Society in Vermont, Association for the Treatment of Sexual Abusers (ATSA.com) and the Adolescent Perpetrator Network (based out of the Henry Kempe Center in Denver Colorado). The Adolescent Perpetrator Network is having a conference this month or next month that you might want to attend in Cherry Hill, New Jersey.

Here are some solid introductory references (see below).
Good luck!
Below are selected references on children with sexual behaviors. On response to these youngsters, I would like to highlight the reference of Chaffin and Bonner (1998) article below. We are currently treating and conducting research with children with sexual behavior problems and work with our child protective services and juvenile services. I would be happy to talk with you if you would like. Best of luck on your endeavors.

Subject: juvenile perpetrators in child sexual abuse
Hello,
I am a doctoral student @ Columbia University School of Nursing. In
my clinical practice as a pediatric nurse practitioner on Long Island
NY, I have seen a significant increase in the number of children under
15 as the perpetrators of sexual abuse on other children. This group
has proved diffficult to access as they are first found in the legal
system and seem protected there. Is anyone doing research with this
young group of children or know of someone else who is and may have
solved the access issue? I'd like to take a closer look at this
population Thank you.
