In addition to the excellent suggestion to look at the McCubbbin et al. book 
on Family Assessment, you might want to visit the web site at the Family 
Research Laboratory at UNH. They have a lisitng of publications and 
methodology.

I just came across a reference I had for an article on identifying elements of
 Empowering Families by Saunders and Duncan (1995) Behaviour Change 12(2) 
109-121.
