As Richard Wexler indicates, the Dorothy Roberts book is excellent. She has
an extensive bibliography included. Also Ramona Denby also wrote an article
regarding rates at which in home services were offered African American
families versus out of home care. The reference is: Denby, R., Curtis, C. &
Alford, K. (1998) Family preservation services and special populations: The
invisible target. Families in Society: The Journal of Contemporary Human
Services. (January-February).
I would also like to point out that in California, at least, American Indian
children are also overrepresented in the out of home care system. Barbara
Needell has done a great deal of work in this area. her work can be found at
