Given limits on welfare and no caps for
reimbursement for foster care, are
we seeing the effects of welfare reform combined
with the economic downturn?

Over-representation has been a problem for a long
time. Regardless of welfare reform efforts, foster
care dollars or economy stability, african americans
have been over represented in the child welfare
system. We need to look within to solve this one.
