Re: boot camps
An article in the NY Times from Sunday, December 19, 1999, cites a study by
the Koch Crime Institute in Topeka, Kansas, that found recidivism rates of
from 64 % to 75% for bootcamps and 63% to 71% for "traditional detention
centers". Here is a link to Koch's web site: www.kci.org Additionally, in
his book Parents Under Siege James Garbarino indicates that they are not.
He also discusses this issue in Lost Boys.
In December 1999 the Baltimore Sun ran a series of articles detailing
abuses in Maryland's bootcamp program (at least two staff members were
eventually charged with criminal child abuse as a result of their
maltreatment of kids in the programs)
