child welfare decision-making research

I am looking for information on the types of research methods best suited 
for studying child welfare decision making. I am particularly interested in 
methods that could be used to examine child protection investigators' 
decision making in maltreatment cases involving domestic violence.

Any information on studies of child welfare decision making broadly, or 
investigator decision making more specifically would be useful. Thank you
