Children and Family Service Reviews

I'm a 3rd year PhD student, designing a dissertation project to
conceptualize emotional/psychological abuse as a specific kind of
self-devaluation caused by a specific type of interaction pattern. However,
in order to test my theory and the theoretically-grounded measure I will be
constructing, I need to gain access to an "abuse" group to compare with a
"nonabuse" group. I assumed I would interview/survey parents and children
substantiated for maltreatment by CPS in my area, but there are many legal
anonymity issues. How have other researchers in this list gained access to
such protected populations? I could benefit greatly from your experience and
advice.
