I am working on a research-based efforts to make recommendations to the Orange County, FL community about regarding the prevention of child maltreatment. We are in the process of planning focus groups with community service providers.

A significant risk factor identified in the literature is poverty, especially in cases of child neglect. Unfortunately, Florida's track record on reducing poverty leaves much to be desired. According to the Annie E. Casey Foundation (2002), child poverty is increasing in Florida. Nationally, it seems stable, but there are several states that have demonstrated significant decreases in child poverty over the last decade. Those that stand out are Colorado, Mississippi, Louisiana, Utah, and Washington, among others.

My question is: what efforts are hapenning in other states, on a state or local level, to reduce poverty, both legislatively and within community service agencies? Are the numbers for the above states fromt the Annie E. Casey Foundation too good to be true? (improvements ranged from 15 to 20 percent during the '90's). In Florida, local "living wage" coalitions are forming sporadically to address the working poor.

Look up the work of Kathy Widom. She's done several studies on foster
youth and delinquency and adult criminal behavior
