This raises a very important issue and a consistent
theme in the development of social interventions.  We
have many ideas that seem "logical."  Unfortunately
many of these ideas never achieve their stated
objectives.  As a program manager, we seem to have an
over abundance of logic.  I am becoming more
interested in evidence.  Is that expecting too much?
