I would suggest that high reporting rates may not mean either high prevalence
or high intervention. It may be about the way referrals are processed and
categorised: that's certainly been the experience of many local authorities
in the UK. As to Murray Strauss' suggestion that high intervention rates may
bring down the level of prevalence.....I very much doubt there is any such
correlation. Indeed, I would suggest that poor quality interventions are
likely to raise the prevalence rate by increasing family stress.
