Child protection registration (England)



With reference to child protection registers in England, I wonder if anyone is aware of any evidence to support or refute the view that the numbers of names on a register have no direct, identifiable relationship with either the numbers of harmed or injured children or levels of protective services to children and families.

In a group of comparable local authorities, is the authority with the lowest number of names on the register protecting children equally well as that with the highest?  

If so, what then is the value of the register?  If not, do low/high registrations represent a problem to be addressed?
